Add support for reMarkable app v3.28.0

Adds a new 3.28.0 build target with its macro, Qt 6.10.3 toolchain version, and iOS target settings in `script/build.sh`. Updates hook offsets in `src/Tweak.xm` for `QNetworkAccessManager::createRequest` and `QWebSocket::open`, bumps package version in `src/control` to 3.28.0, and aligns README setup instructions with the new Qt/app version mapping.
